(AP) - Pennsylvania State Police along with Berks County law enforcement officers seized nearly 60 electronic gaming machines during a raid on a business, authorities said Friday. Anaheim police detained dozens of people on Tuesday morning after raiding an illegal gambling operation running from a vacant storefront. Officers served a search warrant at an out-of-business hydroponics store in the Californian city just before 8am. A SWAT team and firefighters were also present at the scene.

Twenty-nine people have been arrested and CA$1m (US$752,800) in cash seized after Canadian police raided a CA$9m (US$6.8m) mansion allegedly operating as an illicit casino. Along with the cash, police also seized 11 firearms, thousands of rounds of ammunition, CA$1.5m (US$1.1m) million in alcohol, and the house itself.

In State Court Wednesday, State Police Captain James Jones was called to witness. He told the judge that on average 590 illegal gambling machines are seized each year. In the past year, he added.
State police seized $67,760 in cash and 57 machines at the 777 casino. The business did not allow patrons under the age of 21, and cash payouts were made by the operators, Adams said.

York Regional Police (YRP) announced details of their months-long Project End Game investigation at a news conference outside the mansion in Markham, Ontario on Wednesday. Police said the 20,000 square-foot Decourcy Court mansion, which occupies two-acres of land in a quiet, affluent suburb, fronted a major underground gambling operation.

YRP announced over 70 charges on Wednesday connected to the investigation after tactical officers initially stormed the premises on July 23. Officers discovered dozens of gamblers at slot machines and mahjong tables, as well as at a cash bar arrayed with thousands of bottles of premium alcohol and a kitchen serving banned items, including braised shark fin.

The sting began in May 2020, when the YRP Intelligence Unit and the Guns, Gangs and Drug Enforcement Unit launched an investigation centering on illegal gaming dens. As information on illegal underground casinos dotted around the York region emerged, Project End Game was initiated.

On July 3, five people were arrested after a search warrant executed at 3276 Midland Avenue in Scarborough netted over CA$20,000 (US$15,056), video slot machines, and gaming tables. On July 30, three people were arrested after a search warrant executed at Woodland Acres in the city of Vaughan nabbed over CA$70,000 (US$52,696) in cash, along with “various documentary evidence relevant to the illegal gaming operations.”

“While the total value of these seizures is significant, this is only the start of our efforts to dismantle organized crime groups […] operating illegal gaming operations in York Region,” said YRP chief Jim MacSween.

According to reports by The Guardian, Wei Wei, the owner of the Decourcy property, faces several charges, including operating a betting establishment, illegal possession of a firearm, and selling alcohol without a license. Wei Wei’s wife, Xiang Yue Chen, is charged with selling alcohol and “keeping possession of proceeds of crime.” Charges for various crimes were also handed out to the couple’s two children.

York police had to call off a previous raid at Decourcy Court, when aerial surveillance revealed a scene reminiscent of The Godfather. Footage showed what police believed to be a private event, with armed guards posted around the two-acre property. Because children were also reported at the site, the planned raid was called off.

YRP also believes the mansion may have hosted a probable sex-trafficking operation. MacSween said that the money passing through illegal casinos gives criminals enough profits to fund prostitution and drug trafficking ventures.

Illicit high-stakes gambling – a YRP tweet highlighted a max bet of $20,000 on a Decourcy baccarat table – also leads to “gun violence, armed robberies, kidnappings, extortion and other serious violent offences within our community,” according to McSween.

Berks County District Attorney John Adams announced Thursday’s operation during a news conference, saying almost $68,000 had been confiscated along with the machines from the 777 Casino in Kenhorst, Pennsylvania, operated by Windfall Amusements.

No charges had been filed as of Friday in what Adams said was an ongoing investigation.

Adams said the tip about allegedly illegal gambling machines came from an anonymous source who contacted the State Police. He said investigators read about the business in newspaper articles because the operators had sought approvals from several borough entities to adjust its hours of operations and to add additional gaming machines.

Capt. James Jones with the State Police said it’s not unusual for gaming facilities to operate in the open.
